Recruitment Procedure

PROCEDURE OF MANPOWER RECRUITMENT

Manpower recruiting process as can be divided into the following phases;-

1.Appointment of recruiting agent by the employer by issuing power of attorney, demand letter (specimen) and singing of mutual agreement.
2.Government of Pakistan formalities.
3.Selection.
4.Embassy/consulate formalities for visas.
5.Transportation phase.

To streamline the export of man power in Pakistan, the government of Pakistan have appointed recruiting agents after thoroughly satisfying themselves with the standing and credibility of the agents. For processing any demand for manpower for export certain documentation is made by the government & Embassies/consulates of countries of Employment for getting the visas endorsed.

PROCEDURE & DOCUMENTS REQUIRED FOR GOVERNMENT FORMALITIES

POWR OF ATTORNEY (SEE SPECIMEN)

Before commencing any work of employment for any principal we have to submit a power of attorney from that principal saying that Messrs. BF Experts has been appointed as recruiting agent In Pakistan for that employer. This power of attorney must be attested by the Pakistan Embassy or consulate. After the submission of power of attorney, the employee is recognized as a prospective employer of Pakistani manpower with protector of emigrants, government of Pakistan, and thereafter we are authorized to act as agents on behalf of the employer.

DEMAND LETTER (SEE SPECIMEN)

With the power attorney a demand letters is also required for every new demand which must be type written on employer's letter-head mentioning all the terms and conditions of service as per demand letter specimen or the following points must covered in the demand letter.

NUMBER OF VACANCIES

1.trades/categories of manpower required
2.period of contract
3.salary/emoluments/overtime
4.Accommodation facilities
5.food (if supplied by the employer)
6.working hours/days
7.annual paid leave and other leaves
8.insurance is must
9.medical facilities
10.Other special conditions of employment i.e. Termination/Resignation of services procedure etc.
11.Passage: return ticket by air from Karachi to site of employment and back be paid by the employer.

On receipt of power of attorney and the demand letter, both these documents are registered with the protector of emigrant's office and thereafter we are legalized to start employment work for our principals.

On receipt of the job order the company will get Govt. Approval to recruit.

1.Public Notice
Application are invited for interviews through advertisement in the national newspapers.

2.Interview
Management and panel of engineers and foremen sort out all application and classify them according to qualifications, age, experience etc. and test these people orally and also ensure stable, physically fit and mentally sound people are called for trade lost.

3.Trade-Test (First)
Those cleared in interview are trade in our work-shop by our engineers and foremen. Those abstain maximum marks are taken.

4.Trade-Test (Second) Our Principal
Those selected in the trade test are presented before our principal for re-trade test and ensure 100% right selected.

5.Medical Fitness Test
All selected people go for a detailed medical examination and those who clear this are selected.

6.Visa Stamping
After final selection, the candidates sign their employment contracts; we collect their Passports, and send to the embassy of the country of Employment and get the VISAS-stamped on passports.

7.Travel Arrangements
Advise employer to send P.T.A.s or remit funds to purchase the air ticket. Arrange for the departure of the workers by first available flight.

8.Performance
We ensure trouble free service by our workers during their period of contract and also furnish performance bond to accommodate satisfactory service. If any worker is found unsuitable within three months on job site, he will be repatriated at our expense and duly replaced.

We shall be entitled to a service charge equivalent to US. $ 200/.per person supplied by us. These terms can be discussed and agrees mutually at the time of concluding the contract.

We should be honored by a trial order for manpower provision in order to prove our worth to create lasting bond mutual trust.



 
VISA PROCEDURE

PROCEDURE AND DOCUMENTS REQUIRED FOR VISA ENDORSEMENT

The employer applies to his country's ministry of labour for permission to recruit foreign workers. After that the case is submitted to the ministry of interior for processing visa permission and then finally the ministry of foreign affairs (of employer's country) approves visa which is ultimately sent to their embassy in Pakistan for issuance of an employment visa with immediate intimation of visa details to us by the employer with a copy of the visas and authority letter.

AUTHORITY LETTER (SEE SPECIMEN)

For getting the visas endorsed from the embassy /consulate, apart from power of attorney, a letter of authority as per specimen duly attested from the foreign office and chamber of commerce of the country of employment is required which must be sent along with demand letter by the employer to us.

PLEASE NOTE: A fresh demand letter and authority letter would be issued every time when a new order for manpower would be placed to us.

All countries have different regulations and systems while processing employment visa however, for example we have to submit the following documents at the Saudi Arabian Embassy at the time of applying for getting employment visa endorsed.

1.Employment visa forms
2.8 passport size photographs of the applicant.
3.Power of attorney (photocopy) for employer in the name of agency.
4.Educational Certificates (photocopies)
5.Service Certificates (photocopies)
6.Medical fitness Certificates of the applicant.
7.Visa fee which is approximately Pak rupees 1000/-for each applicant.

ONLY AFTER COMPLETING THESE FORMALITIES, A PERSON IS GRANTED EMPLOYMENT VISA FOR SAUDI ARABIA.

AIRLINE RESERVATION

After the completion of all the formalities we arrange reservations of seats according to the schedule of the employer.

ARRIVAL INFORMATION

After confirmation of airlines seats we inform our principals of the arrival date/time of their employees so that they can be conveniently received at the airport on arrival.

AIRPORT TAX

At the time of departure of employees, we pay airport tax which is Rs. 400/-each individual.

IMMIGRATION & EMBARKATION FORMALITIES

We complete formalities at the time of departure of personnel at the airport. Also we fill-in the embarkation cards etc. and get the employees through airline counter, customs counter and the immigration police counter. We provide all possible help to employee till he actually embarks the aircraft.

UNIFORM

On the special request from the employer we also provide uniform. For example we have supplied uniforms for some of our personnel's sent to various countries.

GUARANTEE

In case skilled worker sent by us falls below the standard due to some reason and found unsuitable for job within the probation of 3 months, the agency will help the employer in repatriation of the employee and provide replacement without any service charges, and shall bear all costs.

SERVICE CHARGES/AGENCY COMMISSION

Service charges, agency commission are negotiable owing to the fact that we realize the flexibility in nature of our business. These are nominal and mutually agreed upon, which principal/employer confirm In his agreement letter to us,





SELECTION PROCEDURE

SELECTION OF PERSONNEL PERMISSION FROM PROTECTORATE OF EMIGRANTS/ADVERTISEMENT

After we get the power of attorney and demand letter from the employer, we register ourselves as authorized agents on behalf of the employer in Pakistan and we officially get permission for selection of required personnel. For all such foreign demand for manpower as per government of Pakistan regulations, it is a must to get registered with the protectorate permission no selection and recruitment is legal.

Moreover, the workers needed by our agency are spread all over Pakistan and also are Pakistanis, working in the foreign countries. It is advertising media we utilize to attract workers of the required standards. We also have highly paid personal contacts and our own placements to maintain a comprehensive candidature of manpower.

FIRST INTERVIEW CALL

By advertising in the news media and from labour which we maintain in our office, we call the most appropriate candidates for the preliminary interview and choose good/deserving candidates, for second phase i.e. practical tests.

FINAL SELECTION

After the applicants have passed through our interview board of highly qualified and experienced staff, they are put through the phase of extensive practical test at technical Institutes with whom we have got regular arrangement and pay them certain fee. In the final selection we select only those personnel who have qualified all the tests and are most suitable and appropriate to the requirements of the employer.

MEDICAL TEST

We have leading Doctors registered with us. All personnel who have qualified in the required professions tests are thoroughly medically checked. These check-ups include:

1.stool test
2.urine test
3.blood test for V.D. Etc:
4.chest X-ray
5.All other vaccination etc. is done as per international rules for Emigrants.

FOREIGN SERVICE AGREEMENT

This is the agreement of service between employer and employee which we (as authorized agent of employer) sign on behalf of the employer with the employee.




PREREQUISITE


This is very important to make prerequisite inquiries about the would be recruited employee. Following are checks:

1. He is declared medically Fit by any GAMCA (Gulf Approved Medical Centers Association) approved medical centers.

2. He is not below twenty

3. His testimonials are genuine.
